新发展格局下的高等教育改革探析

Higher Education Reform under the Background of Building a New Development Paradigm

加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,是党中央提出的一项关系我国发展全局的重大战略部署,其目标在于实现经济高质量增长。高等教育担负着服务经济社会发展的重要使命,在构建新发展格局背景下要重塑发展理念、提升服务能力、重构评价机制和重视教育发展规律。为此,可以从科学布局、提高质量、调整结构、均衡发展以及法治建设五个角度来深化高等教育改革。

Accelerating the construction of a new development paradigm with a“dual circulation”development pattern in which domestic economic cycle plays a leading role while international economic cycle remains its extension and supplement is a major strategic task related to the overall development of China proposed by the CPC Central Committee.Its goal is to achieve high-quality economic growth.Higher education undertakes the important mission of serving economic and social development.Under the background of building a new development paradigm,education reform is emphasized in four aspects:reshaping the development concept,improving the service ability,reconstructing the evaluation mechanism and focusing on the rule of development in education.Therefore,higher education reform could be taken from five perspectives:scientific planning,improving quality,adjusting structure,balanced development and legal construction.
