New Development Pattern of“Double Circulation”:Core Meaning、Key Blocking Point、Implementation Path

本文以马克思社会再生产四个环节为理论依据,把握"双循环"新发展格局的核心要义,提出构建新发展格局实践中面临生产链条有短板、消费能力待释放、分配领域不均衡、流通环节高成本等关键堵点。为此建议,以深化供给侧结构性改革为主线、以扩大内需作为战略基点、以收入分配制度改革为举措、以建设现代流通体系为支撑构建"双循环"新发展格局。

This paper takes Marx’s four links of social reproduction as the theoretical basis,grasp the core meaning of the new development pattern of“double circulation”, it is proposed that the construction of a new development pattern faces key blocking points in practice, such as the short board of the production chain,the release of consumption capacity, the imbalance of distribution fields and the high cost of circulation links. Therefore, it is suggested to build a new“double cycle”development pattern with deepening the supply side structural reform as the main line, expanding domestic demand as the strategic base point, taking the reform of income distribution system as the measure and building a modern circulation system as the support.
