乡村多元主体治理模式下的决策困境分析

Analysis on the Dilemma of Decision-Making Under the Rural Multi-Subject Governance Model

十九届四中全会以来,推进国家治理体系和国家治理能力现代化成为了国家治理领域的主题词。在国家治理体系中,不仅包含国家治理的顶层设计,社会治理的中端构建,更包括基层治理的底部基础,而乡村治理作为基层治理的重要一环,国家治理体系中的基础性治理工程,对推进现代化治理格局具有举足轻重的意义。在目前乡村治理中逐步出现的多元化趋势,使得多元主体治理模式得以形成,这种模式为乡村事务的治理提供了治理力量,有利于提高治理效率,但也在乡村治理的实际过程中产生了诸多问题。因此,本文以湖北省仙桃市七号村为例,追溯其多元主体模式形成的原因,从决策困境的角度剖析相关问题,并提出有效对策,为多元主体治理模式的改进提供参考意见。

Since the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,promoting the modernization of the national governance system and national governance capabilities has become the subject of national governance. In the national governance system, it not only includes the top-level design of national governance, the mid-end construction of social governance, but also the bottom foundation of grassroots governance. Rural governance, as an important part of grassroots governance, is the basic governance project in the national governance system. It is of decisive significance for advancing the pattern of modern governance.The gradual emergence of diversification in the current rural governance has led to the formation of a multi-subject governance model. This model not only provides governance power for the governance of rural affairs and is conducive to improving governance efficiency;it also emerges in the actual process of rural governance. Many questions have been raised. Therefore, this article takes 7 th Village in Xiantao City, Hubei Province as an example, traces the reasons for the formation of its multi-subject model, analyzes related issues from the perspective of decision-making dilemmas, and proposes effective countermeasures to provide reference for the improvement of multi-subject governance model.
