摘要
农村土地产权制度改革和完善是农村信贷市场发展的基础。农村土地产权制度改革可以促进农村经济发展,增加农民收入,扩大农村信贷需求和储蓄规模。以农村土地征收、集体经营性建设用地入市、宅基地管理制度改革为内容的"三块地"改革以及农村承包地、宅基地"三权分置"改革有利于扩大农村可抵押财产范围,增加了农民和农村的优质抵押品,为大型金融机构扩大涉农贷款规模、防范涉农贷款风险创造了有利条件。健全农村土地确权和登记制度、深化宅基地"三权分置"改革,将进一步释放改革红利,为农村信贷市场发展尤其是大型商业银行涉农贷款有序增长创造更好的法治和政策环境。
The development of rural credit market is based on the revolution and perfection of rural land property rights system,which would promote the development of rural economy,increase the farmers’income,as well as expand rural credit demand and the scale of savings.The“three–land”reform including the rural land acquisition reform,the rural collective business construction land going to the market reform,management system of the homestead in the countryside reform,as well as the contracted land and homestead“three–right-separation”reform would help add rural properties available for mortgage,increase farmers’high-quality collateral,which would encourage the large financial institutions to expand the scale of the agriculture related loan and avoid risk of agriculture related loans.To perfect the confirmation and registration of rural land rights and deepen the homestead“three–right-separation”reform would further release the dividends of reform and create better legal and policy circumstance for the development of rural credit market,especially for the ordered development of large commercial banks’agriculture related loans.
