2014-2020年欧盟共同农业政策的措施、成效与启示

Measures,Effects and Enlightenments of EU′s Common Agricultural Policy from 2014 to 2020

通过分析欧盟共同农业政策的实施经验,为我国农业发展相关政策制定提供借鉴和参考。以欧盟共同农业政策第5个实施周期(2014-2020年)的相关政策为研究对象,进行解读并分析其取得的成效。结果显示:该周期内共同农业政策主要从共同市场措施、直接收入补贴、农村发展和融资、管理与监督共4个方面制定支持政策,在粮食生产、农业收入、自然环境保护、地区均衡发展等方面取得了不错成效。基于此,在扩大农业产业的支持范围、引导绿色农业发展、鼓励更多的青年人才从事农业生产、推进社会资本建立基金并提高资金使用效率等方面,提出我国惠农政策的发展思考,以助力我国乡村振兴与农业现代化发展。

Through analyzing the implementation experience of EU′s common agricultural policy,it provided reference for the formulation of the relevant policies for agricultural development in China.By taking the relevant policies for the fifth implementation cycle(2014-2020)of EU′s common agricultural policy as the research object,the relevant policies were interpreted and the achieved effects were analyzed.The results showed that the common agricultural policy in this cycle mainly formulated the supportive policies from four aspects including the common market measures,direct income subsidies,rural development and financing,and management&supervision,and achieved good results in the aspects,such as grain production,agricultural income,natural environmental protection,and balanced regional development,etc.Based on this,the thoughts on the development of preferential agricultural policies in China were put forward in terms of expanding the support scope of agricultural industry,guiding the development of green agriculture,encouraging more young talents to engage in agricultural production,promoting the establishment of social capital funds and improving the efficiency of fund use,so as to promote the rural revitalization and the development of agricultural modernization in China.
