摘要
美国国家科学基金会积累了丰富的绩效管理与评估实践经验,构建了较为成熟的评估体系。本文以美国国家科学基金会的战略规划、绩效报告等相关资料为依据,研究分析其绩效管理的具体实践,归纳其应用的相关评估理论与方法,以期从绩效评估的管理、实施、方法与指标方面对我国科学基金的绩效管理与评估工作的开展起到一定的典范和启示作用。
The US National Science Foundation(NSF)has rich experience in performance management and evaluation,and has built a relatively mature evaluation system.Based on the strategic planning and performance report of the NSF,this paper studies and analyzes its specific performance management practices,and summarizes the relevant evaluation theories and methods used by it.The paper hopes to provide reference for the development of the performance management evaluation work of China’s Science Fund from the aspects of performance evaluation management,implementation,methods and indicators.
