转型国家营商环境治理的路径选择——基于中国和俄罗斯的分析

近年来,营商环境治理已经成为全球各主要经济体普遍关注的热点话题,也是全球经济体之间开展竞争的新兴场域。与西方发达国家不同,转型国家普遍面临着营商环境治理的复杂性与独特性问题。通过比较中国和俄罗斯的营商环境治理实践,总结两国的治理经验与治理教训,可以得出对转型国家具有借鉴意义的重要启示。从短期来看,营商环境治理可以进行"应试改革",以此实现营商环境治理绩效的快速提升。但是,从长期来看,营商环境治理应当是一个系统性制度建设与长期性法治建设的过程,也即营商环境治理还应当从"应试改革"走向"素质提升",以健全和完善的制度建设为营商环境持续向好发展提供保障。进一步,在充分理解和深入总结以中国和俄罗斯为代表的转型国家治理经验与治理教训基础上,为改进全球公共治理产品提供思路借鉴,推动全球治理朝着更加公正和更加开放的方向发展。

In recent years,business environment governance has become a hot topic of general concern to major economies in the world,and also a new field for competition among global economies.Unlike the western developed countries,the transition countries represented by China and Russia are generally faced with the complexity and uniqueness of business environment governance.By comparing the practice of business environment governance in China and Russia,the paper summarizes the experiences and lessons of the two countries,and draws important enlightenment for the transition countries.In the short term,the business environment governance can carry out"exam oriented reform",so as to achieve the rapid improvement of the performance of business environmental governance.However,in the long run,the business environment governance should be a process of systematic system construction and long-term rule of law construction,that is,the business environment governance should also be from"examination oriented reform"to"quality improvement",and to provide guarantee for the sustainable development of business environment with sound and perfect system construction.Further,on the basis of fully understanding and in-depth summarizing the governance experience and lessons of transition countries represented by China and Russia,we can provide some ideas and lessons for improving global public governance products,so as to promote the development of global governance in a more just and more open direction.
