加入世界贸易组织(WTO)20年后的今天,我国经济发展进入开启全面建设社会主义现代化国家的新阶段,实施高水平的对外开放是打造我国对外开放升级版的新选择。新发展阶段对高水平开放的新要求表现在:以新发展理念为指导,以新开放格局为目标,以向全球价值链中高端迈进为核心,以新开放竞争优势为内容,以国内高标准的市场经济为保障实施更高水平的开放。加入世界贸易组织20年后实施高水平开放的新路径在于协调发展内外联动,形成全面开放新格局;培育新开放竞争优势,提升我国在全球价值链中的地位;维护多边贸易体制,反对贸易保护主义;打造一流的对外营商环境,提升外资利用水平。

Today,it has been 20 years since China acceded to the World Trade Organization(WTO),and China's economic development has entered a new stage of building a modern socialist country in all respects.Initiating high-level opening to the outside world is a new choice for building an upgraded version of China's opening to the outside world.The new requirements for high-level opening-up in the new development stage are as follows:China need to follow the new development concept as a guide,aim to create a new opening pattern,focus on elevating China's industries to the middle and high ranges of the global value chain,take the new opening competitive advantage as the content,and rely on the domestic high-standard market economy as a guarantee.The new path of implementing high-level opening-up 20 years after China's accession to the WTO lies in coordinating internal and external development and forming a new pattern of comprehensive opening-up;cultivating new opening competitive advantages and enhancing China's position in the global value chain;safeguarding the multilateral trading system and opposing trade protectionism;and creating a first-class foreign business environment and improv ing the efficiency of foreign capital use.
