政府数据开放与数据安全管理的协同探究——基于职责文本的内容分析

Collaboration Research on Government Data Opening and Data Security Management:Content Analysis Based on Responsibility Text

数据开放与安全的协同与平衡一直是政府数据治理所面临的挑战。梳理地方政府对二者的角色定位与职责安排,厘清其业务关系上的内在逻辑关联,发现影响二者协同关系的关键要素,有利于指导实践。以省级行政区及其省会城市101份涉及数据开放和安全管理的法定机构职责、法规政策为样本,借助NVivo 11 Plus工具,对比分析数据开放与数据安全在管理主体、职能角色、职责内容上的现状与特点。研究发现:数据开放与安全在机构设置、角色分工方面的协同存在不足;在职责安排方面对"赋责"重视程度不足,在"赋能"方面注意力分配不平衡。

The balance of data openness and security has always been a challenge faced by government data governance.Combing the role positioning and responsibility arrangement of local governments for the two,clarifying the internal logical relationship in their business relationship,and finding the key elements affecting their collaborative relationship is conducive to guiding practice.Taking 101 statutory agency responsibility texts,regulations and policies related to data openness and security management in provincial administrative regions and their capital cities as samples,this paper compares and analyzes the current situation and characteristics of data opening and data security in management subjects,functional roles and responsibility contents with the help of NVivo 11 Plus tool.It is found that there are deficiencies in the coordination between data opening and security in organization setting and role division;in terms of responsibility arrangement,insufficient attention is paid to“accountability”,and the distribution of attention in“empowerment”is unbalanced.
