摘要
在脱欧和新冠肺炎疫情大流行背景下,为巩固拓展英国研发创新引领者地位,更好应对未来科研创新领域的竞争挑战,英国政府于2021年7月发布了《研发人员及文化战略》,把人才置于研发领域的核心地位,提出进一步打造更具包容性、更富活力、更有产出力和可持续性的研发部门,在研发创新系统中大力吸引、培养和留住人才,积极营造平等、多元、包容的科研文化的愿景。其相关战略目标和措施对我国在"十四五"时期加快推进科技人才发展、营造健康科研文化具有一定启示作用。
In the context of Brexit and the Covid-19 pandemic,the UK government published the R&D People and Cultural Strategy in July 2021 in order to bolster its globally leading position as a R&D power,and to better respond to future competition and challenges in the field of scientific research and innovation.The strategy underling people at the core of R&D,proposes to build a more inclusive,dynamic,productive and sustainable R&D sector,to attract and cultivate diverse people with the right skills,as well as to actively create a equitable,diversified and inclusive research culture.As China has entered the 14 th Five-Year Plan period,the vision,goals and measures set in UK’s R&D People and Cultural Strategy can provide a reference for the Chinese R&D sector to accelerate the development of scientific and technological talents,meanwhile nurture a healthy research culture.
