支付行业数据价值:理论基础、形成机制与问题建议

The Data Value of Payment Industry:Theoretical Basis,Formation Mechanism and Problem Suggestions

数据要素被纳入新型生产要素后,支付行业作为数据驱动最为明显的行业,将在数字经济发展过程中扮演越来越重要的角色,支付数据价值的充分发挥将成为国民经济发展的重要推动力量。本文首先对国内外数据价值研究现状进行了述评;然后,从四种价值形成的理论依据出发,深入分析了支付行业数据的价值形成机制和影响因素,指出支付数据作为支付行业价值创造链条上的核心资源,数据资源与其他资源如资本等相结合共同创造出新的应用价值,且受数据因素、技术因素、政策因素和市场因素的影响;最后,从数据保护、防范垄断、数据交易、数据分级分类管理以及数据共享等方面针对目前存在的问题提出了政策建议。

After the central government integrates data elements into new production factors,the payment industry,as the most obvious industry driven by data,will play an increasingly important role in the development of digital economy.Giving full play to the value of payment data will become an important driving force for the development of national economy.Firstly,this paper reviews the research status of data value at home and abroad;then,starting from the four theoretical basis of value formation,this paper deeply analyzes the value formation mechanism and influencing factors of payment industry data.It points out that the payment data,as the core resource in the value creation chain of the payment industry,data resources are combined with other resources such as capital to create new application value,which is affected by the factors such as data,technology,policy and market;finally,The policy recommendations are made in terms of data protection,monopoly prevention,data trading,data classification and management,and data sharing to address the current problems.
