突发公共卫生事件视角下我国医防融合政策回顾、现况与发展研究

Review of Integration of Medical Treatment and Prevention in China from the Perspective of Public Health Emergency

医防融合是保证医疗卫生系统在面对突发公共卫生事件时,能够实现早期预警、合理救治的重要之举。通过厘清医防融合概念的形成和发展、梳理我国当前涉及突发公共卫生事件的医防融合政策发现:尽管从顶层设计层面,我国不断尝试深化医防融合,但是当前我国面对突发公共卫生事件的医防融合体制机制建设仍处于早期阶段,并没有形成一套成熟的做法。在此基础上,探讨了可能的应急处理模式,以推进相关体制机制的建立与完善。

Integration of Medical Treatment and Prevention(IMTP)is an important principle to ensure that the healthcare system can achieve early warning and timely treatment when public health emergency occurs.By clarifying the formation and development of the IMTP concept and relevant policies,it is found that there is no mature and widely-accepted practice in China,although the central government has been trying to deepen the IMTP reform from the top-level design.It also explored the possible emergency response mode so as to promote the establishment and improvement of IMTP.
