Common Prosperity: Historical Orientation, Realistic Prospect and Realization Mechanism

共同富裕是中国共产党的不懈追求。100年来,在不同的历史方位中,党对共同富裕的追求经历了新民主主义革命时期共同富裕的艰难起步、社会主义革命和社会主义建设时期共同富裕的曲折探索、改革开放新时期中国特色社会主义共同富裕的模式创新、中国特色社会主义新时代共同富裕的扎实推进的演进历程。从现实图景看,当代中国已处于初步共同富裕阶段,但这个阶段的共同富裕还是总体上的、不全面的、不均衡的共同富裕。新时代,中国实现全体人民共同富裕有着诸多优良制度基础,但同时也有着相对贫困的困扰、发展不平衡不充分、分配关系尚未完全理顺等诸多制约因素。新时代,实现全体人民共同富裕,必须建立解决相对贫困问题的长效机制,完善共同富裕指向的基本经济制度保障机制,建构共同富裕取向的高质量发展机制,培育共同富裕的内生动力机制。

Common prosperity has been the unremitting pursuit of the Communist Party of China. Over the past 100 years, in different historical positions, the party’s pursuit of common prosperity has experienced four stages of evolution: the difficult start during the new democratic revolution, the twists and turns during the socialist revolution and socialist construction, the model innovation during the reform and opening up of society and the solid progress in the new era of socialism with Chinese characteristics. From the perspective of reality,while contemporary China is already in the initial stage of common prosperity, its development is overall incomplete and unbalanced. In the new era, even with many excellent institutional foundations there are still many constraints to achieve common prosperity for all its people, such as relative poverty, unbalanced and insufficient development, and the distribution relationship which has not been completely straightened out.Therefore it is necessary to establish a long-term mechanism to solve the problem of relative poverty, improve the basic economic system guarantee mechanism, build a high-quality development mechanism, and cultivate an endogenous power mechanism.
