党的十九届四中全会审议通过的《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》第七部分对繁荣发展社会主义先进文化的制度进行了论述,阐明了国家治理与文化建设之间的内在逻辑关系,对国家治理与文化建设之间的关系进行了概括论述。实现国家治理现代化离不开文化的支撑,而这种文化就是植根于中华优秀传统文化,熔铸于革命文化和社会主义先进文化的中国特色社会主义文化。中华优秀传统文化为国家治理现代化提供了丰富的历史底蕴,凸显了国家治理的中国特色;革命文化为国家治理现代化提供了强大的精神动力,推动了国家治理革故鼎新;社会主义先进文化为国家治理现代化提供了深厚的价值共识,丰富了国家治理的中国智慧。新时代,加强中国特色社会主义文化建设,对于推动国家治理创新发展具有重要的现实价值。

The system of socialist advanced culture is discussedand the internal logical relationship between national governance and culture constructionis clarified in the seventh part of the Decision of the CPC Central Committee on several major issues concerning upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity of the Fourth Plenary Session of the 19th CPC Central Committee,This paper summarizes the relationship between national governance and cultural construction.The modernization of national governance cannot be achieved without the support of culture,this culture is a socialist culture with Chinese characteristics rooted in the excellent Chinese traditional culture and fused in the revolutionary culture and the advanced socialist culture.The fine traditional Chinese culture has provided a rich historical foundation for the modernization of China's governance and it highlights the Chinese characteristics of national governance.Revolutionary culture has provided a powerful spiritual impetus for the modernization of national governance and promoted the reform and innovation of national governance.The advanced socialist culture has provided profound value consensus for the modernization of national governance and enriched the Chinese wisdom of national governance.In the new era,strengthening the construction of socialist culture with Chinese characteristics has important practical value for promoting the innovative development of national governance.
