兴边富民行动对边境地区旅游经济发展的影响评估——以广西防城港市为例

Evaluation of the Impact of Vitalizing the Border and Enriching the People Action on Tourism Economy Development in Border Areas——Taking Fangchenggang in Guangxi as an Example

边境地区经济发展相对滞后,历来是党和国家关注的重点。兴边富民行动作为推动边境地区发展的重大举措,对边境地区的社会、经济、文化等方面有较大提升。文章在对政策和影响机制分析的基础上,采用2002-2019年广西壮族自治区11个地级市的相关面板数据,构建双重差分模型评估兴边富民行动对广西典型边境旅游城市——防城港市旅游发展的影响效应。研究表明:兴边富民行动推动了防城港市旅游经济发展;产业结构、对外开放程度、教育程度和社会消费情况是影响旅游经济发展的重要因素;改善旅游发展环境、优化产业结构、利用对外开放优势和改善人才策略仍是提升旅游经济发展水平的重要途径。

The economic development of border areas is relatively backward,which has always been the focus of the party and the state.As a policy to promote the development of border areas,the Vitalizing the Border and Enriching the People action has greatly improved the social,economic,cultural and other aspects of border areas.This paper uses the panel data of 11 prefecture-level cities in Guangxi from 2002 to 2019 to construct a Difference-in-Difference model to evaluate the effect of the Vitalizing the Border and Enriching the People on the tourism development of the typical border tourism city,Fangchenggang.Research shows that the policy has promoted the development of Fangchenggang’s tourism economy.industrial structure,degree of opening to the outside world,education level and social consumption are important factors affecting the development of tourism economy.improving the tourism development environment,optimizing the industrial structure,and taking advantage of opening up And improving the talent strategy is still an important way to improve the level of tourism economic development.
