乡村振兴背景下适应乡村农业产业发展的农村人才队伍建设路径研究

Research on the Construction Path of Rural Talent Team Adapting to the Development of Rural Agricultural Industry under the Back⁃ground of Rural Revitalization

乡村振兴首先是产业振兴,而产业振兴需要人才振兴。乡村产业快速发展对乡村人才的类型、数量、质量呈现精准化要求,管理型、技术型、文化型、领军型、劳动型人才成为急需。当前乡村吸引人才的有利条件尚未形成,乡村产业发展的人才瓶颈依然严峻。要解决乡村人才队伍建设问题,需要政府担当作为,通过开门引才、兴贤育才、精准用才、拴心留才等路径,激活乡村振兴“人才金钥匙”,建设一支有文化、懂技术、会经营、善管理、能创新、爱劳动的乡村人才队伍。

China is a typical agricultural country,the essence of Chinese excellent traditional culture is lo-cal culture,and the revitalization of the countryside is particularly important.The 19th CPC National Congress put the rural revitalization strategy on the agenda of the Party and the government,and the first and foremost of the rural revitalization is industrial revitalization.China's rural industry has taken the integrated development of primary,secondary and tertiary industries as the path,with accelerated modernization,distinctive regional char-acteristics of industrial forms,bearing rural values,active innovation and entrepreneurship,and close connection of interests.The rapid development of rural industries requires the type,quantity and quality of rural talents to be precise,and managerial,technical,cultural,military and labor talents are in urgent need.At present,the favor-able conditions for attracting talents in rural areas are not yet formed,and the talent bottleneck of rural industrial development is still severe.In order to solve the problem of rural talent development,the government needs to take the responsibility to activate the"golden key to rural revitalization"by"opening the door to attract talents","cultivating talents","using talents accurately"and"retaining talents",and build a team of rural talents who are literate,skilled,capable of operation,management,innovation and love of labor.
