论粤港澳大湾区企业信用体系合作

The Social Credit System Cooperation of the Guangdong-Hong Kong-Macao Greater Bay Area

在社会信用体系建设与粤港澳大湾区建设的双重背景下,粤港澳大湾区开展信用体系合作是必然趋势。粤港澳大湾区有着"一国两制"三法域的特殊性,加之信用体系模式的差异,这是大湾区信用体系合作可能面临的瓶颈,为减少粤港澳三地法制、信用体系模式及观念差异所带来的阻碍,应先将大湾区企业信用体系合作作为整体信用体系合作的突破口。粤港澳大湾区企业信用体系合作不仅有助于夯实大湾区经济一体化的基础、提升我国社会信用体系的国际认同和探索创新"一国两制"内部互动模式,而且也存在诸多实践基础,合作优势明显。粤港澳大湾区企业信用体系合作,应坚持市场主导、企业推动、粤港澳三地政府联合助力的创新模式,以形成行业担纲、政府服务与监督的企业信用体系合作格局为目标,重点推动信用服务市场一体化建设,从而有利于扫除基础性障碍,推进粤港澳企业信用信息跨境流通和共享机制的建设。

Under the dual background of social credit system construction and Guangdong-Hong Kong-Macao Greater Bay Area construction,it is an inevitable trend to conduct credit system cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area.The Guangdong-Hong Kong-Macao Greater Bay Area has the particularity of"one country,two systems,three jurisdictions,"there are differ ences in the credit system models,which may be the bottleneck for the credit system cooperation in the Greater Bay Area.In order to reduce the obstacles caused by the differences in legal systems,credit system modes and concepts among Guangdong,Hong Kong and Macao,it is suggested to take the enterprise credit system of the Greater Bay Area as the breakthrough of the overall credit system cooperation.The coopera tion of enterprise credit system in Guangdong-Hong Kong-Macao Greater Bay Area not only contributes to strengthening the foundation of economic integration in the Greater Bay Area,enhancing international recognition of China’s social credit system and exploring and innovating the internal interaction mode of"one country,two systems",but also has plenty of practical basis.The advantages of cooperation are very ob vious.The cooperation of enterprise credit system in the Guangdong-Hong Kong-Macao Greater Bay Area should insist on an innovative model which is market-oriented,enterprise-promoting,and has joint assistance by the Guangdong,Hong Kong and Macao governments,and take forming a cooperation pattern of enterprise credit system as the target,which requires the industry to assume responsibility,and the government to serve and supervise.In addition,it should focus on promoting the construction of credit service market inte gration to help remove fundamental obstacles,and to promote the construction of cross-border circulation of credit information,sharing mechanism of enterprises in Guangdong,Hong Kong and Macao.
