Dual Control on Quality and Efficacy by Time and Order: The Transition of Regulatory Plan in the System of Territory Spatial Planning

伴随城镇化进程,控规随之调整并发挥其相应的土地要素管控功能,新时期国土空间规划体系对控规调整提出了更为严格的要求。文章梳理了国土空间规划和控规的演进过程,以D县Y小区为例,运用行动者网络的分析方法,解析了D县在旧城改造中控规调整对Y小区造成的影响,提出了“序时兼管、质效双控”的控规转型趋势,未来控规编制应更注重全过程管控及多要素质效统筹,以达到规建管综合效益最优的效果。

Regulatory planning is a governance on land use in the urbanization,and the territory spatial planning system has posed higher requirement on regulatory plan.The paper reviews the evolution of territory spatial planning and regulatory planning,makes an actor network analysis on the impact of regulatory plan revision on Y community in D county,and proposes the development trend of regulatory plan through dual control on quality and efficacy by time and order.Regulator planning in the future shall highlight whole process control and multi-element integration of quality and efficacy to realize maximum comprehensive results.
