促进区域基本公共服务均等化的财政政策研究--以广东省为例

Research on Fiscal Policy to Promote the Equalization of Regional Basic Public Services--Taking Guangdong Province as an Example

基本公共服务均等化是打造服务型政府的重要内容,是缓解社会矛盾的现实需求,更是推进国家治理体系和治理能力现代化的必然要求。基于此,论文运用泰尔指数测算广东省基本公共服务支出均等化水平,并从经济发展不平衡、人口增长、财权与事权匹配以及公共资源配置方面分析原因,为促进广东省区域基本公共服务均等化提出了相应的政策建议。

The equalization of basic public services is an important content of building a service-oriented government,a realistic demand to alleviate social contradictions,and an inevitable requirement to promote the modernization of national governance system and capacity.Based on this,this paper uses Theil index to measure the equalization level of basic public service expenditure in Guangdong Province,and analyzes the reasons from the aspects of unbalanced economic development,population growth,financial power and authority matching and public resource allocation,and puts forward corresponding policy suggestions for promoting the equalization of basic public services in Guangdong Province.
