长三角区域经济一体化进程中数据要素配置机制研究

RESEARCH ON THE ALLOCATION MECHANISM OF DATA ELEMENTS IN THE PROCESS OF REGIONAL INTEGRATION IN THE YANGTZE RIVER DELTA

为了定量分析长三角区域数据要素配置的影响因素,本文基于数据包络分析(DEA)-Malmquist方法估算长三角区域实际状态下的全要素生产率,并进一步以全要素生产率(TFP)为被解释变量,与数据要素配置相关的指标为自变量,建立逐步回归模型,评估数据要素在长三角一体化进程中的配置效率。分析结果表明:2005—2018年实际状态下长三角区域全要素生产率平均增长率为3.9%。市场竞争度、教育水平以及产权制度指标具有较高的回归系数,对长三角区域数据要素配置效率具有较高的影响。基于上述研究,从优化布局、统筹协作,建立共享平台、健全机制等方面提出促进长三角区域数据要素配置效率提升的对策建议。

This paper estimates the total factor productivity in the actual state of the Yangtze River Delta region based on the Malmquist method of DEA so as to quantitatively analyze the influencing factors of data factor allocation,meanwhile,a stepwise regression model is established by taking the total factor productivity(TFP)as the explained variable and the indicators related to the data factor alloca-tion are used for independent variables.And the allocation efficiency of data elements in the process of Yangtze River Delta integration is measured.The results show that the average growth rate of total factor productivity in the Yangtze River Delta from 2005 to 2018 is 3.9%.The degree of market competition,the level of education and the index of property right system have higher regression coeffi-cients,which have a high impact on the efficiency of data elements in the Yangtze River Delta.Based on the above research,this pa-per puts forward some countermeasures and suggestions to improve the efficiency of data element allocation in the Yangtze River Delta from the aspects such as optimizing the layout,coordinating coordination,establishing a sharing platform and perfecting mechanisms.
