基于OWA算子赋权的特色小镇PPP项目风险评价

RISK ASSESSMENT OF PPP PROJECTS IN CHARACTERISTIC TOWN BASED ON OWA OPERATOR EMPOWERMENT

在推动乡村振兴战略全面实施的大背景下,国家正大力支持推广和建设一批具有特色的小镇,引入PPP模式即解决了特色小镇建设中的资金难题,又极大地提高了建设的效率,实现了风险的共同承担。因此,本文采用HHM-RFRM方法按照风险的情景、特征、来源等识别出特色小镇PPP项目的风险因素,包括政治风险、法律风险、金融风险、项目风险、建设风险、特定项目风险、不可抗力风险7个主要风险因子,进一步建立特色小镇PPP项目风险指标体系。运用OWA算法对评价指标进行赋权,得到一级指标的权重;通过模糊综合评价法对风险因素进行评价并确定隶属等级。研究表明,PPP模式下特色小镇建设项目应重点防范建设风险、金融风险和特定项目风险。

Characteristic towns are vigorously promoting in China under the background of comprehensive implementation of Rural Revitalization Strategy.Introducing PPP mode can not only solve the problem of construction fund and efficiency,but also realizes the common sharing of risks.HHM-RFRM method was adopted for identifying main risk factors of characteristic town construction under PPP mode,including political risk,legal risk,financial risk,project risk,construction risk,specific project risk,and force majeure risk.Then risk factor system of characteristic town construction under PPP mode was established.OWA algorithm was used to empower evaluation index and obtain the weight of first level index;Fuzzy comprehensive evaluation method was used to evaluate risk factors and explain the subordinate level.The research achievement shows that construction risk,financial risk and specific project risk should be prevented in the construction of Characteristic Towns under PPP mode.
