传统产业是实体经济的主体,是国民经济的基础。加快推进传统产业改造提升,既是构建新发展格局和实现经济高质量发展的战略需要,也是跨越"中等收入陷阱"和培育新竞争优势的战略途径。传统产业改造提升要重视发展生产力和生产关系,即重视对技术的运用和对制度的变革。当前,传统产业改造提升在数字化转型、创新驱动、法制保障、政策引导方面还存在很多不足,亟待坚持问题导向,遵循技术和制度两条路径,聚焦破解传统产业数字化改造重点难点问题,提高传统产业生产要素保障能力,健全促进传统企业创新的支持体系,加强传统产业转移和升级的政策引导,加快促进制造业企业技术改造立法,破解传统产业改造提升困境。

Traditional industry is the main body of the real economy,also the foundation of the national economy.Accelerating the transformation and upgrading of traditional industries is not only a strategic demand to build a new development pattern and achieve high-quality economic development,but also a strategic approach to overcoming the “middle-income trap” and cultivating new competitive advantages.The transformation and upgrading of traditional industries should attach importance to the development of productive forces and relations of production,that is,to the application of technology and institutional reform.At present,there are some disadvantages in the transformation and upgrading of traditional industry such as digital transformation,innovation impetus,legal protection,policy guidance which need to be addressed.We should adhere to the principle of problem-oriented,follow the two paths of technology and system,focus on solving the key and difficult problems in the digital transformation of traditional industries,aim to increase the capacity of traditional industries to guarantee factors of production,improve the support system for promoting innovation in traditional enterprises,strengthen policy guidance for transferring and upgrading traditional industries,accelerate legislation on technological upgrading of manufacturing enterprises,and solve difficulties in upgrading traditional industries.
