“一带一路”倡议下职业教育的历史发展与培训模式借鉴——基于世界银行“肯尼亚青年赋权项目”的研究

摘要 自“一带一路”倡议提出历时八年之久,我国职业教育相继经历了国际交流与合作的探索期、国际化协同的发展期与国际交流与合作的融合期三个阶段,与中国提出“一带一路”倡议同一时期,肯尼亚政府接受了世界银行的资助,以发展职业教育培训的方式解决本国青年的贫困和失业状况,满足青年在技能发展方面的需求。聚焦肯尼亚青年赋权项目下产教融合的职业教育培训模式在培训目标、实施策略和效果评估方面取得的成功经验,以期为我国更好地在“一带一路”倡议下深化职业教育国际交流与合作模式提供有益参考经验。 During the eight years after the“Belt and Road”initiative was put forward,China's vocational education has gone through three stages:exploratory period of international exchange and cooperation,development period of international collaboration and integration period of international exchange and cooperation.During the same period,under the Kenya Youth Empowerment Project(KYEP),the Kenyan government received funding from the World Bank to tackle poverty and unemployment among Kenyan youth by developing vocational education and training to meet their needs in skill development.This paper focuses on the successful experiences of KYEP in terms of training objectives,implementation strategies and effect evaluation of vocational education integrating industry and education.It is expected to provide useful reference for China to deepen international exchanges and cooperation in vocational education under the“Belt and Road”.
