中国文化金融政策的演进与扩散——基于政策文本的量化研究

Evolution and Diffusion of China s Culture-Finance Policy Quantitative Research Based on Policy Text

文化金融政策对于深入推进文化金融合作与创新,实现文化产业成为国民经济支柱产业的战略目标具有重要价值。本文选取2001—2019年中国颁布的文化金融政策,采用政策参照网络与机构合作网络、关键词提取及时序分析方法,从内容、强度、广度、速度、方向五个维度来研究中国文化金融政策演进与扩散特征。研究发现:中国文化金融政策演进过程可划分为探索起步(2001—2008年)、战略发展(2009—2013年)、战略快速推进(2014—2019年)三个阶段;从投融资、金融支持到文化金融合作与创新,文化金融政策主题不断演化,政策工具逐渐丰富与系统化;随着政策参照网络从疏松型演变为星型与雪花型,政策扩散强度在时序上也呈现逐渐增强且集中分布的特点;政策颁布机构合作网络越复杂的政策,其扩散范围更广,但扩散速度更慢;进一步利用融资担保进行关键词时序分析发现其显示出三种扩散方向:自上而下、自下而上、平行扩散。

The culture-finance policies are of great value for the further promotion of culture and finance cooperation and innovation and the realization of the strategic goal of cultural industry becoming a pillar industry of the national economy.In this paper,we select the culture-finance policies issued by China from 2001 to 2019,and adopt policy reference networks and institutional cooperation network,keyword clustering and time series analysis methods to study the evolution and diffusion characteristics of China s culture-finance policies from five dimensions:Content,intensity,breadth,speed,and direction.The findings show that the evolution process of China s culture-finance policy can be divided into three stages:Exploration(2001—2008),strategic development(2009—2013),and rapid strategic advancement(2014—2019).From financial support to culture and finance cooperation and innovation,the theme of culture-finance policy evolves,and policy tools are gradually enriched and systemized.As the policy reference network evolves from a loose type to a star type and a snowflake type,the policy diffusion intensity has the characteristics of increasing and concentrated distribution in time series.The more complex the network of policy promulgating agencies,the wider the scope of policy diffusion,but the slower the diffusion rate.Through the keyword timing analysis of financing guarantees,the three diffusion directions of top-down,bottom-up and parallel diffusion are shown.
