我国基础学科拔尖创新人才培养的政策目标研究——基于“强基计划”36所试点高校的政策文本分析

Research on the Policy Objectives of Top-notch Innovative Talents Training in Basic Disciplines in China——Based on Policy Text Analysis of 36 Pilot Universities in"Pilot Reform of Enrollment in Basic Disciplines"

建设创新型国家,推进现代化建设离不开拔尖创新人才的培养,尤其是基础学科领域内的拔尖创新人才培养。从“珠峰计划”到“基础学科拔尖学生培养计划2.0”,再到当下的“强基计划”,我国有关基础学科拔尖创新人才培养的教育政策不断演进,其政策目标根据国家发展的现实需要不断深化以应对世界变局的时代挑战。最新的“强基计划”于2020年正式拉开序幕,36所试点高校都根据自身学校发展特色制定了相关政策文本,综合来看其培养目标主要具有拓宽基础学科专业范围、将国家人才需要与学生成长发展相结合以及培养学生的学术研究精神三个方面。然而,当前各高校的培养目标还需要进一步与高校自身办学特色相结合并不断细化,以提升政策目标的可操作性;还需要与高校“双一流”建设统筹协调,以实现国家“三全”育人的要求;还需要在人才培养中更加重视理论与实践的结合,推动实现以人才促创新的战略意义。

The construction of an innovation country and the promotion of modernization cannot be separated from the cultivation of top-notch innovative talents,especially in the basic disciplines.Through"Everest plan"to"training plan for top-notch students in basic disciplines 2.0,"and then to"Pilot Reform of Enrollment in Basic Disciplines,"China’s educational policies on the cultivation of top-notch innovative talents in basic disciplines are constantly evolving.Their policy objectives are constantly deepening according to the actual needs of national development to meet the challenges of the times in the changing world.The latest"Pilot Reform of Enrollment in Basic Disciplines"was officially launched in 2020 and 36 pilot universities have formulated relevant policy texts based on their own school development characteristics.Generally speaking,its training objectives mainly include broadening the scope of basic subjects,combining the needs of national talents with the growth and development of students,and cultivating students’academic research.However,the current training objectives of the 36 pilot universities should be further combined with their own characteristics and constantly refined to improve the operability of policy objectives.It also needs to coordinate with the"double first-class"construction of colleges and universities to realize the national requirement of“three-in-one”education.And it is still necessary to attach more importance to the combination of theory and practice in personnel training and promote the strategic significance of promoting innovation with talents.
