摘要
基于风险理念的高等教育质量评估,是以质量为核心推动高等教育内涵式发展的实然要求。经过多年的实践探索,澳大利亚高等教育质量风险评估经历了初步发展阶段、探索发展阶段和完善发展阶段三个过程。澳大利亚高等教育评估机制具有如下特点:风险评估框架不断完善,动态发展;多种渠道搜集数据,减少风险识别工作负担;风险量化分析和专家诊断相结合;风险评价标准体现统一性和多样性;等等。借鉴澳大利亚的经验,有助于我们探索及构建具有中国特色的高等教育质量风险评估机制。
The quality assessment of higher education based on risk concept is the requirement of promoting the connotative development of higher education with quality as the core.After years of practice and exploration,the quality risk assessment of Australian higher education has experienced three stages:preliminary development stage,exploratory development stage and perfect development stage.Through the analysis of the organizational structure and operating mechanism of Australian higher education quality risk assessment,it is found that the Australian higher education assessment mechanism has the following characteristics:the risk assessment framework is constantly improving and developing dynamically;collect data from multiple channels to reduce the burden of risk identification;combine the quantitative risk analysis and expert diagnosis;and risk assessment criteria embody unity and diversity.Learning from the experience of Australia is helpful to explore and construct a higher education quality risk assessment mechanism with Chinese characteristics.
