城市大气污染防治“一市一策”方法研究

Study on Prevention and Control of Urban Air Pollution by "One City and One Policy"

为科学精准开展城市大气污染防治工作,各城市纷纷采取“一市一策”工作方式,明确工作重点。通过确定城市大气污染防治“一市一策”研究路径,从染源分析、空气质量分析、现场调研、文件查阅4个方面。明确城市大气污染防治方向,并以此为依据制定“一市一策”管理措施。同时,通过研究2+26城市中某市的“一市一策”制定过程,印证管理方向的合理性、精准性,梳理成熟有效的工作方式,为下一步开展相关工作提供思路基础。

In order to carry out the prevention and control work of urban air pollution in a scientific and accurate way,various cities have adopted the working mode of"one city and one policy"and clearly defined their work priorities.Through determining the research path of"one city and one policy"for urban air pollution prevention and control,this paper defines the direction of urban air pollution prevention and control from four aspects,including source analysis,air quality analysis,field investigation and document consulting,and formulates management measures of"one city and one policy"based on this.At the same time,through the research on the formulation process of one city and one policy fora city in 2+26 cities,the rationality and accuracy of management direction is verified,and mature and effective working methods are sorted out,providinga thinking basis for the next step ofrelated work.
