摘要
碳中和目标的提出是新时期我国对全球环境保护的郑重承诺。实现黄河流域高质量发展,要在碳中和目标下进一步调整产业结构。受经济发展能源消耗依赖度较高、能源消费结构不合理、技术创新水平低、产业重工化特征明显等因素的制约,黄河流域产业结构调整应遵循四项基本原则,即以保护生态环境为前提,推动黄河流域产业绿色化与高质量发展的协同;以区域产业合作为根本,推动黄河流域绿色产业协同发展;以优化能源消费结构为手段,大力发展黄河流域清洁低碳产业;实施创新驱动发展战略,推动黄河流域产业基础能力高级化和产业链现代化。基于黄河流域产业发展及产业能耗现状,从问题出发,应大力发展绿色产业,完善黄河流域绿色产业链;构建绿色产业体系,推进黄河流域产业绿色化转型;转变产业发展模式,加快黄河流域新旧动能转换;加强绿色科技创新,推动黄河流域传统产业低碳化转型。
The proposal of carbon neutralization goal is China's solemn commitment to global environmental protection in the new era.To achieve the high-quality development in the Yellow River Basin,we should further adjust its industrial structure under the goal of carbon neutralization.However,due to the high dependence on energy consumption for economic development in the Yellow River Basin,unreasonable energy consumption structure,low level of technological innovation and obvious characteristics of industrial heavy industrialization,its industrial structure adjustment should follow four basic principles,that is,on the premise of protecting the ecological environment,promote the synergy between green industry and high-quality development in the Yellow River Basin;promote the coordinated development of green industries in the Yellow River Basin based on regional industrial cooperation;vigorously develop clean and low-carbon industries in the Yellow River Basin by means of optimizing the energy consumption structure;implement the innovation driven development strategy and promote the upgrading of industrial basic capacity and the modernization of industrial chain in the Yellow River Basin.Based on the current situation of industrial development and industrial energy consumption in the Yellow River Basin,we should vigorously develop green industry and improve the green industry chain in the Yellow River Basin;build a green industrial system and promote the green transformation of industries in the Yellow River Basin;change the industrial development mode and speed up the transformation of old and new kinetic energy in the Yellow River Basin;strengthen green scientific and technological innovation and promote the transformation of traditional industries in the Yellow River basin to low carbon.
