摘要 基于共生理论、博弈论和机制设计理论阐释食品安全社会共治体系各共生主体的复杂共生关系和治理机制。研究表明:建立多元主体参与社会共治机制,方可促进社会资源有效配置,实现激励相容和各方协调行动;从产业基础、政策工具、监督质量、信息交流和参与能力等要素入手理顺复杂的共生关系,是有效构建食品安全社会共治机制的现实需要,必须重视主体之间的利益选择和制衡关系,建立多主体紧密的利益联结机制和风险预防机制。为此,应考虑主体多元化和利益诉求多样化的需要,有效协调食品安全风险与主体责任、利益以及治理机制之间的关系,充分营造食品安全社会共治机制发挥作用的共生环境,推动有效市场和有为政府更好结合,提高监督质量和治理效能。 Based on the symbiosis theory,game theory and mechanism design theory,this paper analyzes the complex symbiotic relationship and governance mechanism of symbiotic subjects in the social co-governance system of food safety.The research shows that the establishment of a Multiple subject participation in social co-governance mechanism can promote the effective allocation of social resources,achieve incentive compatibility and coordinated action of all parties;starting from the industrial foundation,policy tools,supervision quality,information exchange and participation ability,straightening out the complex symbiotic relationship is the practical need for the effective construction of the social co-governance mechanism of food safety.We must pay attention to the interest selection and balance between the main bodies,and establish a close interest connection mechanism and risk prevention mechanism.Therefore,we should consider the needs of diversification of subjects and interest demands,effectively coordinate the relationship between food safety risk and subject responsibility,interest and governance mechanism,fully create a symbiotic environment for food safety social co-governance mechanism to play a role,promote the better integration of effective markets and effective governments,and improve the quality of supervision and governance efficiency.
