共建共治共享开放式社会创新的理论与实践

Research on the Theory and Practice of Open Social Innovation of the Co-construction,Co-governance and Co-sharing

党的十九届四中全会明确提出完善共建共治共享的社会治理制度,为推动我国开放式社会创新的理论与实践指明了方向、确立了原则、奠定了基础。通过阐述开放式社会创新理论与实践的演进历程和价值意涵,分析我国共建共治共享开放式社会创新理论与实践的特征、挑战,并进行展望。研究表明,开放式社会创新理论与实践关注以互动、合作为特点的共同价值的创造过程。开放式社会创新理论与实践呈现出由“组织创新”向“创新网络”的转变;在创新流程上,呈现出内向型、外向型、耦合型三种互动协作模式,相关应用领域不断延伸并产生出许多新成果;具有多元主体协作、开放式创新带动社会创新、强调“以人民为中心”的价值主张等特征。当前,开放式社会创新面临着系统性研究不足、整合分析框架薄弱、分析层次复杂等挑战,应当从理论、学术和实践三个方面探索共建共治共享的开放式社会创新的中国方案。

The Fourth Plenary Session of the 19th Central Committee of the Party clearly proposed to improve the social governance system of co-construction,co-governance and co-sharing,which pointed out the direction,established the principles,and laid the foundation for the theory and practice of promoting China's open social innovation.By expounding the evolution process and value meaning of open social innovation theory and practice,analyze the characteristics,challenges and prospects of China's co-construction,co-governance and co-sharing open social innovation theory and practice.Research shows that the theory and practice of open social innovation focus on the process of creating common values characterized by interaction and cooperation.The theory and practice of open social innovation show a shift from organizational innovation to innovation network;the three interactive and collaborative modes of inward,outward,and coupling,and their application fields continue to extend and produce many new results;the theory and practice of my country's co-construction,co-governance and co-sharing of open social innovation have the characteristics of multi-subject collaboration,open innovation driving social innovation,and emphasizing the people-centered value proposition.At present,the theory and practice of open social innovation are facing challenges such as insufficient systematic research,weak integrated analysis framework,and complex analysis levels.
