城市保障性住房建筑规范编制探析——以《厦门市保障性住房建设技术导则》为例

Analysis on the Compilation of Social Indemnificatory Housing Construction Specifications:Taking Xiamen Social Indemnificatory Housing Construction Technical Guidelines as an Example

现今我国一二线城市房价收入比不均是较为严峻的民生问题,各地政府为缓解购房住房难问题都在大力推动保障性住房的建设,未来我国保障性住房建设市场将会不断上升。因此,应尽早依据所属地的特殊性编制保障性住房设计指导规范,让其设计、施工、投用标准统一。作者于2018年有幸参与了《厦门保障性住房建设技术导则》的编制工作。从彼时至今,作者也在不断反思当时的编制过程,并整理出编制过程中的工作内容、方法、技术路线及保障性住房建筑投用后普遍存在的痛点与未来相应的解答思路。希望所思所得在本文中加以展现,能对我国日后其他地区编制该类规范或技术指导时起到一定的参考作用。

Nowadays,the uneven housing price income ratio in China’s first and second tier cities is a serious livelihood problem.Local governments are vigorously promoting the construction of social indemnificatory housing in order to alleviate the difficulty of house purchase.In the future,the social indemnificatory housing construction market will continue to rise in China.Therefore,the guidelines for the design of social indemnificatory housing should be prepared as soon as possible according to the particularity of the territory,so as to unify the standards of design,construction and operation.In 2018,the author was honored to participate in the preparation of the technical guidelines for the construction of affordable housing in Xiamen.From then to now,the author is also constantly reflecting on the preparation process at that time,and sorting out the work contents,methods,technical routes in the preparation process,the common pain points and difficulties after the affordable housing construction is put into use,and the corresponding solutions in the future.It is hoped that the ideas and conclusions can be shown in this dissertation,which can be used as a reference for compiling such specifications or technical guidance in other regions of China.
