工程测量标准化的新探索——论强制性工程建设国家标准《工程测量通用规范》

New exploration on standardization of engineering survey based on the national standard

国家标准《工程测量通用规范》(GB 55018-2021)为住房和城乡建设部全文强制性工程建设规范体系中的通用技术类规范之一,主要对工程测量的共性的、通用的专业性关键技术措施做出规定,内容包括基本规定、控制测量、现状测量、工程放样和变形监测等,具有强制约束力。2022年4月1日该规范实施后,现行工程建设标准中有关规定与其不一致的,将以该规范的规定为准。该规范将为我国工程测量生产实践提供基本依据,对进一步提升工程测量对经济社会的支撑服务能力,更好地促进城市及工程建设的高质量发展具有重要意义。同时,该规范对工程测量标准化所进行的新探索也将为我国测绘及相关标准化工作提供有益的借鉴。本文拟对该规范编制的指导思想、总体思路、主要特点,特别是核心内容的确定等做概要总结,最后给出几点启示。

The national standard, “General code for engineering survey”(GB 55018-2021), is one of the general technical specifications in the full text mandatory engineering construction specification system. It mainly stipulates the common and general professional key technical measures of engineering survey, including basic requirements, control survey, the existing state mapping, construction project setting-out and deformation monitoring. The specification will provide basic compliance for China’s engineering survey production practice, and is of great significance for further improving the supporting service capacity of engineering survey to economy and society, and better promoting the high-quality development of urban and engineering construction. The new exploration of the code on the standardization of engineering surveying will also provide a useful reference for surveying and mapping and related standardization in China. This paper intends to make a summary of the guiding ideology, general idea, main characteristics, especially the determination of the core content, and finally give some enlightenment.
