财政分权赋能经济发展的新路径——基于技术创新路径的检验

A New Path for Fiscal Decentralization to Empower Economic Development——Based on the Inspection of Technological Innovation Path

财政分权赋能经济发展需要新路径。本文立足财政分权赋能经济发展的关系检验,通过验证技术创新投入的中介效应,讨论了技术创新路径的普遍性和异质性。研究发现:在总量和人均经济发展水平上,财政分权均有显著的正向赋能效应;技术创新路径可以成为财政分权赋能经济发展的主要路径;技术创新路径具有区域差异性,其在东部地区成为主路径,在中部地区赋能效应最强,但在中、西部地区尚未成为主路径,在东北地区,此路径不明显。基于此,本文提出进一步优化财政分权、增强技术创新投入能力与采取因地制宜的分权策略和路径安排,从而实现经济平稳转型和高质量发展。

Fiscal decentralization requires a new path to empower economic development.Based on the test of the relationship between fiscal decentralization and empowerment of economic development,this paper discusses the universality and heterogeneity of technological innovation paths by verifying the mediating effect of technological innovation inputs.The study found that fiscal decentralization has a significant positive empowering effect in terms of total economic development level and per capita economic development level;technological innovation path can become the main path for fiscal decentralization to empower economic development;technological innovation path has regional differences.It has become the main route in the eastern region and has the strongest empowering effect in the central region,but it has not yet become the main route in the central and western regions.In the northeast,this route is not obvious.Based on this,this article proposes to further optimize fiscal decentralization,enhance technological innovation input capacity,and adopt decentralization strategies and path arrangements tailored to local conditions,so as to achieve a stable economic transformation and high-quality development.
