摘要 文章主要讲述本质安全管理在过程安全管理中所发挥的重要作用,由本质安全的含义和内容入手,简述本质安全在化工企业安全管理中的应用。过程安全管理降低风险的策略包括从内在的或本质安全方面考虑、使用被动的及主动的保护措施及利用行政管理的方法和程序来管控风险。对于工厂设计的安全性而言,本质上更安全的方式是避免危险而不是通过增加保护设施来控制危险,比其他保护设施更可靠更需要优先考虑,相对保护性或程序方法,在长时间的生命周期中更有效。在项目生命周期的早期,就需要认识到,并采取措施,基于本质安全设计可建造一个更加易于操作的工厂,从风险分析评估的角度看可较为容易的取得可接收的风险水平。根据工艺生产和物料处理的具体风险,采取合理的管控措施对于预防重特大事故,减少对人员、财产和环境的影响至关重要。 This article mainly tells inherent safety management plays important role in the process safety management, by the nature of the meaning and content ofinherent safe, outlining the inherent safety application in chemical industry. The risk reduction strategies of process safety management include considering internal or intrinsic safety, using passive and active protection measures and using administrative methods and procedures to control risks. For the safety of the plant design, inherent safer way is to avoid dangerous rather than by increasing the protection layers to control risk and is more reliable than other protection layers need give priority to more, relative protective or program method, in a long time of life cycle, it is more effective. Early stage in the project life cycle, it needs to recognize that and take measures, based on the inherent safety design can build an easier operation of the factory, from the perspective of risk evaluation can be easier to achieve acceptable risk level. According to the process of production and material handling specific risk, take reasonable control measures to prevent major process accidents, to reduce the impact to people, property and the environment is very important.
