小凌河锦州市城区段防汛特征水位确定

摘要 防汛特征水位是防汛指挥系统发挥作用的重要依据。本文采用能量方程法计算锦州市城区段现状河道两岸防洪工程可能下泄的最大安全泄量,并分段归纳该河段行洪能力。以控制断面水位流量关系为依据,确定其所代表河段的警戒水位和保证水位。结果显示,锦州水文站断面所代表的锦凌水库坝下至女儿河口段两岸现已满足设计防洪标准。其中左岸保证水位为24.05m,右岸保证水位为23.83m,警戒水位20.04m;女儿河口断面,现状左岸行洪能力略低于设计标准右岸满足设计标准,左岸保证水位21.00m,右岸保证水位20.26m,警戒水位13.96m。其中女儿河口至百股河口段左岸为城区防汛薄弱河段,针对防汛薄弱河段为锦州市城区段防汛调度工作提出了建议。 The characteristic water level of flood control is an important basis for the flood control command system to play a role.In this paper,the energy equation method is used to calculate the maximum safety discharge of flood control on both sides of Jinzhou urban section,and the flood discharge capacity of this section is summarized.Finally,based on the relationship between water level and discharge of each control section,the warning water level and guaranteed water level of the river section represented by it are determined.The results show that the cross-strait of Jinling Reservoir Dam to daughter Estuary represented by the section of Jinzhou Hydrological Station has met the flood control standard designed.The guaranteed water level on the left bank is 24.05m,the guaranteed water level on the right bank is 23.83m,and the warning water level is 20.04m;in the daughter estuary section,the current flood discharge capacity of the left bank is slightly lower than the designed standard,the right bank meets the designed standard,the guaranteed water level of the left bank is 21.00m,the right bank is 20.26m,and the warning water level is 13.96m.It is found that the left bank of the section from daughter Estuary to Baigu Estuary is the weakest part of urban flood control.Some suggestions are put forward for the flood control dispatching of Jinzhou urban section.
