两岸经济融合发展的内外双循环驱动机制与演进条件——站在历史角度的经验借鉴与比较研究

Internal and External Dual Circulations Driving Mechanism and Evolution Conditions of Cross-Strait Economic Integration——On the Basis of Historical Experiences for Reference and Comparison

"十四五"时期首次将"加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局"写入规划纲要,这是党和国家从国内外形势判断出发做出的长期重大战略部署。这一新发展格局对两岸经济融合发展提出了新的要求。本文尝试站在内外双循环的角度,评判与总结欧盟与亚洲经济融合发展的驱动机制及演进条件,在历史经验借鉴与比较的基础上,剖析两岸经济融合发展的内循环驱动机制与外循环驱动机制,探索两岸经济融合发展内外循环机制的演进条件,并提出在新形势下打造两岸经济融合发展内外双循环驱动机制的政策建议。

During the 14th Five-Year Plan period,"accelerating the construction of a new development pattern featuring domestic circulation as the main body and domestic-international dual cirulations mutually promoting each other" was entered into the Outline of the Plan for the first time.This is a long-term major strategic deployment made by the Party and the state based on the judgment of domestic and international situations.The new development pattern has put forward new requirements for cross-Strait economic integrationdevelopment.This paper attempts to judge and summarize the driving mechanism and evolution conditions of the economic integration of the European Union and Asia from the perspective of internal and external dual circulations.This paper also deeply analyzes the domestic-international dual circulations driving mechanism and the evolution conditions of cross-Strait economic integration development on the basis of historical experiences for reference and comparison and puts forward policy recommendations for creating domestic-international dual circulations driving mechanism for cross-Strait economic integration and development under the new situation.
