数字政府建设中互联网企业参与现状及问题研究

Research on the Current Situation and Problems of Internet Enterprise Participation in the Construction of Digital Government

数字政府建设是推进国家治理能力和治理水平现代化的重要途径,不少地方正积极探索数字政府建设。然而在数字政府的建设过程中存在一系列的问题有待解决,如政府与企业合作的界限问题以及所涉及的数据权属问题、法律问题等仍是阻碍政企合作的主要障碍。通过聚焦政府和企业协作建设政府信息平台的现状,主要以广东省和浙江省为例进行分析,在此基础上探索数字政府建设中存在的问题,通过分析达到有效促进中国数字政府建设的目的。基于多中心治理理论分析数字政府建设的影响因素,以具体省份为例阐述现有数字政府建设现状,分析目前数字政府建设中存在的相关问题。

The construction of digital government is an important way to promote the modernization of national governance capacity and governance level.Many places are actively exploring the construction of digital government.However,in the process of building a digital government,there are a series of problems to be solved,such as the boundary between the government and enterprises,the data ownership and legal issues are still the main obstacles to the cooperation between government and enterprises.By focusing on the current situation of the collaborative construction of government information platform between government and enterprises,mainly takes Guangdong Province and Zhejiang Province as an example to explore the problems existing in the construction of digital government,so as to effectively promote the construction of digital government in China.Based on the multi center governance theory,the influencing factors of digital government construction was analyzed.Taking specific provinces as an example,expounds the current situation of digital government construction,and the relevant problems existing in the current digital government construction was analyzed.
