新时代城市地摊经济治理的现实困境与创新路径

Realistic Dilemma and Innovation Path of Urban Stall Economic Governance in the New Era

地摊经济是现代经济的重要组成部分,已内化在城市空间的诸多场域中,并发挥着增加城市就业、丰富居民生活、提升文化软实力、凝聚城市精神等价值效益。但在地摊经济治理实践中仍面临治理理念滞后、治理体制机制构建欠佳、治理目标偏位、空间竞争矛盾突显等现实困境。新时代创新城市地摊经济治理应秉持嵌入式柔性执法的治理理念,优化多元主体协同共治的治理机制,构建网络化精细化的空间治理方式,借鉴地摊经济治理的实践经验,以推进我国城市治理体系与治理能力现代化。

Stall economy is an important part of modern economy.It has been internalized in many fields of urban space,and plays a role in promoting urban employment,enriching residents’life,raising cultural soft power,fostering urban spirit and so on.However,in the practice of stall economic governance,it still faces practical difficulties,such as lagging governance concept,poor construction of governance system and mechanism,deviation of governance objectives,prominent spatial competition contradictions and so on.The innovation of urban stall economic governance in the new era should adhere to the governance concept of embedded flexible law enforcement,optimize the governance mechanism of cooperative governance of multiple subjects,build a networked and refined spatial governance mode,and learn from the practical experience of stall economic governance,so as to promote the modernization of China’s urban governance system and governance capacity.
