Government Governance Innovation under the Party's Leadership:Value Concept and Logic Approach

党的十九届六中全会用“十个坚持”总结了中国共产党百年奋斗历史经验,其中“坚持开拓创新”经验有着丰富的实践内涵和深刻的历史依据。具体到政府治理系统中,坚持开拓创新的重点与逻辑是,始终坚持人民至上的价值理念,不断推进政府治理的理论创新、制度创新、方式机制创新。这也是实现与第二个百年奋斗目标相适应的政府治理体系与治理能力现代化所需要坚持的重要经验。

The Sixth Plenary Session of the 19th Central Committee of the CPC has summed up the historical experience of the CPC over the past century in ten aspects,of which“breaking new ground”has rich practical connotations and profound historical basis.Specifically,in the government governance system,the focus and logic of breaking new ground is to adhere to the value concept of putting people first,and to constantly promote innovation of governance theories,institutions,methods and mechanisms.This is also important experience that needs to be carried forward in order to realize the modernization of the government governance system and governance capacity compatible with the second centenary goal.
