Significant Advantage of Whole-Process People's Democracy from a Comparative Perspective

全过程人民民主是对社会主义民主政治理论的重大创新。从“全过程”这个概念看,我国强调选举、决策,管理和监督的全过程民主参与,兼顾起点公平和结果公平。从“人民”这个概念看,我国更强调人民这个集合体概念,人民社会兼顾自由与秩序,寻求社会、国家与政党三者内在同一性,区别于西方的个体社会更偏重个体至上的自由,多从社会与国家二元对立的视角来制衡国家。从“民主”这个概念出发,我国更强调民主的国别多样性、时代流变性和阶级地位人民性,强调民主是永在路上的探索进程,区别于西方民主的抽象化、形式化、意识形态化乃至固化为一种民主的霸权。

Whole-process democracy is a significant innovation of the political theory of socialist democracy.From the concept of whole-process,China emphasizes the whole-process democratic participation of the people in election,decision-making,management and supervision,while taking care of fairness of the starting point and of the outcome.From the concept of people,China emphasizes the collectivity of people.The people's society caters to both freedom and order,and seeks the inner homogeneity of the society,the nation and the political parties,different from the individual society of the West which places more emphasis on individual-first freedom and checks and balances the state from the binary opposition between the society and the state.From the concept of democracy,China places more emphasis on its national diversity,its epochal changes,and the people's character of social classes.Therefore,democracy is an ongoing exploration process,different from that of the West which is abstract,formal,ideological,and solidified into a kind of democratic hegemony.
