Theoretical Reflections on Improving the National Governance System that Combines Normality and Emergency Response

突发事件的应对有别于常态事务的治理,国家治理体系应当包括以推进经济社会发展为中心任务的常态治理体系和应对各种突发事件的应急管理体系。两种体系的分化发展虽然有助于分别提升国家治理体系的常态治理能力和应急管理能力,但却不利于统筹发展和安全。统筹发展与安全需要决策者能够及时地在两种治理议程之间快速地转换,需要推进完善常态与应急结合的国家治理体系。

Coping with emergencies is different from governance of normal affairs.The national governance system should include both the normal governance system whose central task is to boost economic and social development and the emergency management system to tackle various emergencies.Though the differentiated development of the two helps to improve the capabilities of both normal governance and emergency management of the national system,it is inconducive to unifying development and security.So decision-makers should be able to transfer rapidly between the two agendas and to improve the normality and emergency integrated national governance system.
