我国经济已经由高速增长阶段转向高质量发展阶段,新阶段的经济高质量发展具有新的内在规定性和特征,即经济高质量发展坚持以人民为中心,以新经济为依托,以优结构为遵循,以安全性为前提,以强创新为支撑,从而汇聚成新时代经济发展的最大合力。同时,在新国际环境影响和新国内环境约束下我国经济高质量发展还面临诸多挑战和机遇,这就要求在变与不变之间保持合理的弹性张力,为经济高质量发展注入持续性动力,要以新发展理念引领经济高质量发展方向,以“双循环”营造经济高质量发展氛围,以市场化改革夯实经济高质量发展基础,以虚实互益筑牢经济高质量发展根基,从而化挑战为机遇,实现经济高质量发展的目标。

China’s economy has changed from the high-speed growth stage to the medium high-speed growth stage,and then entered the high-quality development stage.The high-quality development of economy adheres to the principle of taking the people as the center,relying on the new economy,following the excellent structure,taking safety as the premise,and taking strong innovation as the support,so as to form the greatest resultant force.At the same time,new stage,new problems,under the new national environmental impact and new domestic environmental constraints,China’s high-quality economic development is still facing many challenges and opportunities,which requires maintaining a reasonable elastic tension between change and invariance,injecting sustainable power into high-quality economic development,leading the direction of high-quality economic development with the new development concept,and creating a high-quality economic development environment with“double circulation”.We should consolidate the foundation for high-quality economic development with market-oriented reform and build a solid foundation for high-quality economic development with the mutual benefit of reality and falsehood,so as to turn challenges into opportunities and achieve the goal of high-quality economic development.
