New Zealand has an internationally recognized and highly efficient evaluation system for primary and secondary schools. They established a professional evaluation institution,developed a school evaluation framework including both outcome and process indicators,and adopted two types of evaluation,internal and external evaluation. Its school evaluation has given full play to its dual functions of accountability and promoting school improvement,ensuring the improvement of the quality of basic education in New Zealand. The school evaluation in New Zealand has the characteristics of establishing an independent third-party evaluation institution,evaluation objectives closely focusing on national policies,regarding internal evaluation as the core of promoting school improvement,carrying out individualized external evaluation,promoting the integration of internal evaluation and external evaluation,valuing the evaluation capability building,and continuously improving the scientific level of evaluation. Learning from the experiences of New Zealand,in order to improve school evaluation,it’s necessary to establish professional evaluation institutions,strengthen the diagnostic and improvement functions of school evaluation,guide and support schools to carry out internal evaluation,and continuously improve the scientific and standardized level of school evaluation.
