乡镇政府服务能力建设:经验特色、现实困境与提升路径

The Typical Experience,Dilemma and Improvement Path of Strengthening the Service Capacity Construction of Township Government

乡镇政府是为广大乡村群众提供服务的直接主体,在推进基层治理现代化过程中具有重大的战略地位。自2017年国家提出加强乡镇政府服务能力建设以来,经过几年时间的建设,乡镇政府服务能力基本全面提升,服务体系更加完善,基层政权治理能力显著提高,已经形成了一批在脱贫攻坚、乡村振兴、创新治理和为民服务方面较为成功的乡镇政府服务能力建设的典型经验。但是,当前乡镇政府服务能力建设在服务职权、运转协调、服务保障能力以及村镇关系的完善等方面还存在一定困境。对此,可以通过改革创新,明确服务职权,加强协调运转,提高服务保障能力,促进村镇良性互动等提升乡镇政府服务能力,充分展现乡镇政府治理效能,更好地服务广大乡村人民群众。

Township government is the direct main body that provides service to the masses of villages and plays an important strategic role in promoting the modernization of grassroots governance.Since the state put forward suggestions on strengthening the service capacity of township governments in 2017,after several years of construction,the service capacity of township governments has been basically and comprehensively improved,the service system has been further improved,and the governance capacity of grassroots governments has been significantly improved.A number of typical examples of successful township government service capacity building have been established in poverty alleviation,rural revitalization,innovative governance and serving the people.However,there are still some difficulties in the ser⁃vice capacity construction of township government in terms of service authority,operation coordination,service guarantee ability and the perfection of village and town relations.In this regard,we can improve the service capacity of township governments through reform and in⁃novation,clarifying service functions and powers,strengthening coordinated operation,improving service guarantee capacity,and promot⁃ing positive interaction between villages and towns,so as to fully show the governance efficiency of township governments and better serve the masses of rural people.
