中国设立国家“海警日”的历史背景和现实意义分析

随着国家建设海洋强国战略思想的提出,海警机构于2018年由国家海洋局转隶中国武警部队,其作为中国海上最重要的执法力量,必将在国际海洋舞台上扮演越来越重要的角色。从海警机构培养角度分析,增设中国“海警日”具有重要的文化、政治意义,有利于提升全民经略海洋意识、弘扬海洋强国精神,厚积中华民族的海洋福祉,并且对于人才培养、机构建设意义重大,亦是突出中国共产党对武装力量的绝对领导。国家有通过立法形式设立行业性节日的先例,现有节日与“海警日”不存在冲突,并且周边国家为突出海洋作用亦设立“海警纪念日”“海洋日”,这些历史经验均可以验证,国家设立“海警日”具有可行性。此外,根据增设相关节日的传统,建议将每年的7月22日确定为我国“海警日”,并在节日当天举行纪念活动。

With the proposal of the nation's strategic thinking on building a maritime power,the maritime police agency was transferred from the State Oceanic Administration to the Chinese Armed Police Force in 2018.As the most important maritime law enforcement force in my country,it will certainly play an increasingly important role in the international maritime arena.Character.From the perspec⁃tive of the training of maritime police institutions,the addition of my country's"Marine Police Day"has important cultural and political significance,which is conducive to enhancing the nation's awareness of managing the oceans,promoting the spirit of maritime power,and accumulating the marine welfare of the Chinese nation.Institutional construction is of great significance,and it also highlights our party's absolute leadership over the armed forces.The country has a precedent for establishing industrial festivals through legislation.There is no conflict between existing festivals and"Marine Police Day",and neighboring countries have also established"Marine Police Memorial Day"and"Marine Day"to highlight the role of the ocean.These historical experiences are all acceptable.It is verified that the establish⁃ment of a"Maritime Police Day"by the state is feasible.In addition,according to the tradition of adding related festivals,it is recom⁃mended that July 22 each year be designated as my country's"Marine Police Day"and commemorative activities should be held on the day of the festival.
