广州局集团公司货运安全问题探析与提升策略 被引量:2

摘要 安全稳定是增运增收的前提,随着中国铁路广州局集团有限公司货运量逐步攀升,集装箱、安检查危、外包装卸等安全管控难度增大。广州局集团公司积极构建货运“7S”安全管理体系,深入推进货运站段标准化规范化建设,抓实风险管控与隐患排查,大力推进科技创新保安全,不断强化现场控制,为货运增量保驾护航。针对安全意识不牢,风险研判不细,现场作业落标不实等问题,从增强安全意识、建设安全管理系统、推进站段、车间、班组标准化规范化建设、强化管理人员履职能力、健全安全保障体系等方面提出措施建议,进一步强化货运安全管理,确保货运安全稳定和可持续发展。 Safety and stability is the premise of increasing transportation volume and revenue.With the gradual increase in freight volume of Guangzhou Group,the difficulty in safety control of containers,security check,and loading and unloading outsourcing is elevating.Guangzhou Group has actively built a“7S”safety management system for freight transportation to deeply promote the standardization of freight stations and sections.Measures such as paying close attention to risk control and hidden danger investigation,vigorously promoting scientific and technological innovation to ensure safety,and continuously strengthening on-site control were adopted to escort the incremental freight transportation.For weak safety awareness,poor risk research and judgment,and inaccurate on-site operation,countermeasures including strengthening the safety awareness,constructing safety management system,standardizing stations,depots,workshops and teams,enhancing managers’ability to perform duties,and improving the safety guarantee system were proposed to further strengthen freight safety management and ensure the safe,stable and sustainable development of freight transportation.
