摘要
全域土地综合整治项目是国土空间规划实施用途管制的重要手段,其核心是保护耕地和永久基本农田,促进农村一二三产融合发展,实现乡村振兴。在国家政策大力支持下,试点工作有序推进,但仍存在诸多问题。本文在全域土地综合整治的内涵和目标任务基础上,对实现EPC总承包实施进行了一定的思考,总结了其实施的利与弊。
The regional comprehensive land improvement project is a means to improve the spatial governance system and enhance the spatial governance capacity. Its core task is to protect cultivated land and realize rural revitalization. With the strong support of national policies, the pilot work has been carried out in an orderly manner, but there are still many problems. Based on the connotation, objectives and tasks of comprehensive land improvement in the whole region, this paper gives some thoughts on the implementation of EPC, and summarizes the advantages and disadvantages of its implementation.
