Outline of High-Quality Development of China Paper Industry in the“14th Five-Year Plan”Period and its Medium and Long-term Development

2021-12-01 1前言当今世界正经历百年未有之大变局,国际经贸规则和全球治理体系加快重构,国际政治格局不稳定性上升。坚持全方位推动行业高质量发展,变被动为主动,把困难和挑战变成机遇,才能进一步增强我国造纸产业的综合竞争力,自主可控、安全高效地在应对百年变局中牢牢把握主动权。

The paper industry is an important basic raw material industry that is closely related to the national economy and social development and has the characteristics of sustainable development.It is featured by renewable raw materials,recyclable products,self-generated material energy and recyclable chemicals,and has unique natural green attributes.The paper industry includes three major parts:pulp manufacturing,paper manufacturing,and paper product converting.Paper consumption is directly or indirectly affected by various fields of the whole society,and is closely related to national economic security.The consumption level of paper and cardboard is an important indicator of a country's economy and civilization.According to China’s“dual circulation”strategy and the goal of reaching the level of moderately developed countries in per capita GDP by 2035,as well as the development experience of developed countries,China's future paper market demand will still increase greatly.Therefore,this outline upgrades the overall development goals of the“14th Five-Year Plan”and beyond to anchor the 2035 long-term goal and the 2060 carbon neutrality goal.This outline will locate China paper industry's advantages,scientifically formulate the industry's guidelines,policies and strategies,make medium and long-term planning,and create a green paper industry with low-carbon,environmentally-friendly and sustainable development.
