探寻公共性:从钟摆到整合——基于公共性视角的公共行政学研究范式分析

Exploring the Publicity: from Pendulum to Integration——An Analysis of the Research Paradigm for Public Administration from the Perspective of Publicity

虽然公共行政学的本质属性——"公共性"在公共行政学百余年的发展历程中呈现出回返往复的钟摆运动现象,但根据范式理论,公共行政学科发展史上并未存在严格意义上的"范式转换",可基于"强公共性"和"弱公共性"两大科学研究共同体来考察公共行政学的发展历程。公共行政学研究的根本目的在于强化和扩大公共性,后现代公共行政理论对此提供了有益借鉴,应基于对话、他在性和现代性语境下的公共性去整合公共行政学中的理论流派及其坚持的强弱不同的公共性。

Although “publicity”, as the essential attribute of public administration, has shown the phenomenon of pendulum movement in the development of Public Administration for more than 100 years, according to the theoretical framework of paradigm, there is no “paradigm” or “paradigm shift” in the development history of public administration. Two scientific research communities of “strong publicity” and “weak publicity” can be used to investigate the development process of public administration. The fundamental purpose of the study of public administration is to strengthen and expand the publicity, and the postmodern theory of public administration provides a useful reference for this purpose. We should integrate the theoretical schools of public administration and their different views on publicity based on dialogue, alterity and the publicity in the context of modernity.
