共同富裕目标下我国收入分配结构优化路径

The Optimal Path of China’s Income Distribution Structure under the Goal of Common Prosperity

优化收入分配结构,完善收入分配制度,是实现共同富裕的重要制度保障。新时期共同富裕被赋予新的内涵,以人民为中心的发展思想要求优化收入分配结构与之相匹配。围绕共同富裕目标,我国收入分配结构在新生产要素参与分配、技术替代劳动力、扩大中等收入重点群体规模等层面发生了新变化。然而,现阶段收入分配领域仍面临城乡区域收入分配差距持续扩大、收入分配结构不优、生产要素参与收入分配的机制还不健全等问题,制约着朝向共同富裕迈进的步伐。因此,构建逐步走向共同富裕的收入分配结构,应深化要素市场化改革,解决初次分配不公问题;强化财政税收制度改革,解决再次分配不优问题;规范管理社会捐助与慈善事业,解决三次分配"不足"问题;完善相关法律法规,解决分配秩序"不法"问题。

Optimizing the income distribution structure is an important institutional guarantee for achieving common prosperity.The new era has given a new connotation of common prosperity,and the people-centered development philosophy requires the optimization of the income distribution structure to match it.Around the goal of common prosperity,China’s income distribution structure has undergone new changes in terms of new production factors participating in the distribution,technology replacing labor force,and expanding the scale of middle-income key groups.However,the current income distribution field is facing problems such as the continuous expansion of the income distribution gap between urban and rural areas,the unreasonable income distribution pattern,and the imperfect mechanism of factors of production participation in income distribution,which restrict progress towards common prosperity.Therefore,to build the income distribution structure of common prosperity,we should deepen the factor market reform to solve the problem of unfair primary distribution;strengthen the reform of the fiscal and tax system to solve the problem of poor redistribution;standard management of social donations and charity to solve the problem of‘insufficient’in the three-time distribution;improve relevant laws and regulations to solve the problem of‘illegal’in the distribution order.
